The ICAO paper is an interesting long-term dream, but of little short-term value.
We will track this in ICAO.
Regarding 8.33, we must continue to advocate a rational frequency utilization plan within in Europe to protect our core constituency, the VFR pilot.
If 8.33 is mandated below FL 195, even within TMAs, our member's cost of operation will increase significantly.
And, for what reason?
Unfortunately, just to accommodate the inefficiencies of national authorities that refuse to develop a rational frequency use plan.
We must protect our member's interests and not be swept up in expensive, irrational schemes of unenlightened regulators.
Let us see what happens to the upcoming frequency use study that Michael Erb is working on.
We prove our worth to our members in the short-term, not in cooperating with over-the-horizon fantasies of bureaucrats who never have to pay the bills of operating our aircraft.
